22 May - PDV Project funded by the Swiss Government has organized a legal quiz to mark the Youth Day of Tajikistan in a live program on radio-station VATAN. Radio listeners called in and gave their answers to the questions related to legal aspects of family relations according to legislation of Tajikistan. The lawyers of the Project and the Committee on Women and Family Affairs under the Government of RT provided the commentary to each answer and selected the winners. Following the quiz 10 radio listeners provided correct answers and received prizes from the Project.

International Family Day is celebrated annually on 15 of May throughout the world. Every country considers the family as an important unit of society of significant social value. Given the importance of the family in developing of the country, preserving the values ​​of national culture and promoting measures to protect the family as an important social institution and the foundation of society, 2015 was declared the Year of the Family, and on December 30, 2015 the Government had adopted the Concept of Family Development in the Republic of Tajikistan. This Concept emphasizes the importance of developing constructive and humane relations in the family and society. In order to prevent dysfunctional relationships within family, the President of the Republic of Tajikistan signed the Law on the Prevention of Domestic Violence as of March 19, 2013. In line with this Law, domestic violence is recognized as an unlawful punishable act, and the law is designed to protect the rights of victims of domestic violence and to strengthen measures to prevent domestic violence.

Though it sounds paradoxical, harmonious relations in a marriage usually develop between those spouses who allow each other to realize their potential in all the spheres of life, without violating the rights and freedoms of each other. Marriage also implies mutual assistance, and sometimes even redistribution of family roles in cases when one of the spouses needs to concentrate on getting education or undergoing advanced training/career development. Marriage is essentially a mutually beneficial union, so from the very beginning both spouses must learn how to get along with each other.

Harmonious relationships in marriage are prerequisite for a stable marriage. Being a social creature, a person (woman and man) needs emotional support, love, mutual understanding. The listed aspects help family members to enjoy life, increase their motivation to develop for the sake of children/beloved family members, and create emotional comfort in the family. Mutual respect and mutual assistance of spouses creates the basis for harmonious relations in a couple. The psychological climate in a family serves as a basis for harmonious relations, affects stability for bot the relations between spouses, but also has an important impact on child development. Moreover, the psychological climate in the family is not something solid and unchangeable, granted once and for all, it is created together by family members, and it depends on their efforts whether it will be favourable or unfavourable, and how long the marriage will last. Favourable psychological environment in the family is characterised by: cohesion of spouses; possibility for comprehensive personal development for each of family member; sense of security and emotional satisfaction in a relationship; responsibility of the spouses for the created union and for children born in this union, and pride in belonging to the family. Family with favourable psychological environment is characterised by the pattern where each family member treats others with love, respect and trust. It also covers similar attitude and respect for parents which is centuries-old tradition in Tajikistan. Important indicators of a favourable psychological environment/family harmony are the desire of its members to spend free time at home, discuss topics of interest to everyone, do homework together, emphasise the dignities and good deeds of every member. Such an environment contributes to harmony, reduces the severity of conflicts, relieves stress, increases appreciation of individuals’ social significance and promotes implementation of the personal potential of each family member. At the same time, living together requires the spouses to be ready for a compromise, ability to take into account the needs of others, give in to each other, ability to develop qualities such as mutual trust and understanding.

When family members experience anxiety, emotional discomfort, alienation, and other family members cannot or do not want to help solve a problem or conflict, individual family members or all of them accumulate fatigue and stress, that lead to mental tension, quarrels and depression. The worst option for developing family relationships is when conflicts between spouses develop into domestic violence. Domestic violence is a serious problem in relations between spouses and, unfortunately, often leads to the destruction of families (divorces), with negative consequences on all family members. In this context, it is very important to continue measures aimed at the initial prevention of domestic violence by increasing the level of legal literacy among the population, building zero tolerance to offences leading to domestic violence, promoting gender equality and combating gender stereotypes, as well as creating a culture of professional counselling for the couples, seeking support of a family psychologist when their relationship can still be preserved and conflicts can be prevented. Domestic violence has no place in Tajik culture, since as of ancient times Tajiks are peaceful people, and the family has been the epicenter of peace and prosperity.

Similarly to previous years, the Project on the Prevention of Domestic Violence (PDV), implemented by the GOPA mbH in Tajikistan with the support of the Suisse Government, will continue  in 2020-2021 to support central and regional authorities in their efforts to implement the Law on the Prevention of Domestic Violence and the State Program on the Prevention of Domestic Violence in the Republic of Tajikistan for 2014-2023. Planned activities under bilateral agreements between GOPA mbH and Government agencies include supporting teachers and school psychologists in preventing violence against children, conducting information campaigns and informing the population on the aspects of domestic violence prevention, supporting registry offices in conducting premarital counselling for newlyweds to prevent disharmonious relations in marriage, legal and psychological counselling for the population provided at the Khukumat level in a number of districts of the Khatlon province, supporting the activities of the Inter agency Working Group on the Prevention of Domestic Violence active in Khatlon province, supporting the activities of shelters for victims of domestic violence in Bokhtar, and building the capacity of staff from state entities on  the measures aimed at prevention and response to cases of domestic violence. On International Family Day, I would like to wish all families peace and understanding, and remind everyone that a happy family is a family without violence!
