Coordination Committee meeting was conducted on November 30, 2017 in the Hyatt Regency Hotel in Dushanbe, with participation of the representatives of the donor of the project - the Swiss Cooperation Office and representatives of the Committee on Women and Family Affairs under the Government of RT, Ministry of Internal Affairs of RT, Ministry of Health and Social Protection of the Population of RT, Ministry of Education and Science of RT, Ministry of Justice of RT, Committee on Religion and Regulation of Traditions under the Government of RT, Committee on Youth and Sport under the Government of RT, Hukumat of Khatlon Region and a number of the international organizations such as Helvetas, UNDP, UNFPA etc.  The aim of the meeting was integration of the efforts to support implementation of the Law on Prevention of Violence in the Family and the State Program on Prevention of Domestic Violence in the Family in Tajikistan for 2014-2023. During the meeting, the state structures presented the results of the joint activities with the Project on Prevention of Domestic Violence (PDV), noting achievements and challenges of 2017.

Furthermore the meeting participants were engaged in development of the detailed work plan for 2018 on implementation of the Law on Prevention of Violence in the Family and the State Program on Prevention of Domestic Violence in the Family in Tajikistan based on the agreed with PDV/GOPA in RT joint actions plans for 2017-2019.

In the second part of the meeting, Elena Maksimenko, the Director of the PDV\GOPA branch, presented the review of the project results for the current year and the planned activities for the year 2018.   Also a consultative work was fulfilled to develop proposals for cooperation of the project and strategic partners aiming at further institutionalization of the efforts on prevention of domestic violence in the family in the Republic of Tajikistan.

The Ministry of Education and Science supported by the GOPA branch in RT\Project on Prevention of Domestic Violence , conducted 2-days training for the trainers (TOT) on the topic Prevention by and response of the employees of the educational institutions to the cases of violence against children in November 27-28, 2017.  The training was attended by the representatives of the branches of the Retraining Institute for the employees of the education sphere, regional education departments as well as teachers of Culture of the family relations subject from Khatlon (Kurgan-tube and Kulyab zones), Sogd regions, Dushanbe city and DRS. The training was conducted by the local experts and international trainer for 30 participants, who were granted certificates by the results of the training.  The aim of the activity was to increase capacity of the employees of the education sphere within the framework of the capacity building system for the school teachers and leaders of the regional education departments regarding the aspects of prevention of violence against children, detection, registration of such cases and response to them to provide protection to the children-victims of violence.

It is planned to have in January 2018 additional series of trainings, which will be conducted by the trained in the TOT trainers, in the regions of the country.  The participants of these trainings will be deputies of the directors on education activity, class head teachers and teachers of the Family relations culture subject of the secondary schools of the country.
Meeting of the working group under the Ministry of Health of RT
In accordance with the orders of the Ministry of Health and Social Protection of the Republic of Tajikistan dated from March 31, 2017, under # 224 and April 2017, #252, a working group was established as well as a schedule was approved for implementation of the working group meetings on review\development\further development of the regulation documents related to the aspects of provision of the social and medical aid to the victims of violence in the family.
In total, five meetings of the working groups are implemented (from April to November) where the following documents were reviewed:
-  Social Protection of the Population Strategy;
- the results of the services mapping for the victims of violence in the family and referral mechanisms  for the violence cases among the involved structures (the survey was conducted by GOPA/PDV in March) were discussed. This Base-line survey determines also the needs and demands for capacity building in the sphere of prevention of domestic violence;
- Model provision (regulation) for the social support departments of the local executive power bodies for provision of support at home, (approved by the order of the Ministry of Health and Social Protection of the Population, dated from September 12, 2017, #748  and will be piloted from January 1 in 7 districts of the country);
- Further development of the Regulation on the Support Rooms for the women-victims of violence (at the central city\district hospitals and maternity hospitals);
- Model regulation for organization and functioning of the victims of domestic violence support centers (crisis centers and shelters) and appropriate registration forms;
- Instructions for the medical workers and employees of the populations social protection spheres on response to the cases of violence in the families;
- Quality standards for the social services provided to the victims of domestic violence in RT;
- Training module and methodical materials for the trainers to train medical and social personnel;
- Instructions for the health personnel to respond to the cases of violence in the family.
- Presentation of the results of the activities of the civil organizations from the Khatlon Region, which provide services to the victims of domestic violence and people with limited abilities within the state orders for social support.

16 Days against Gender based Violence
16 Days against Gender based Violence is an international campaign which is conducted annually from November 25 (International Day against Violence against Women) to December 10 (Human Rights Day), including also other important key data.  Being widely known as 16 Days Campaign, this platform is used as an organizational strategy by both individuals as well as organizations worldwide to encourage the people to prevent and eliminate violence against women and the family members, in general.  
This year within the framework of the 16 Days Campaign, the PDV Project has planned series of activities aimed at raising awareness on the issues related to violence in the family. Thus, jointly with the Committee on Women and Family Affairs under the Government of RT, the lawyers and psychologists of the PDV Project and Helvetas will conduct series of the free of charge mobile consultations among the local population in the most populated areas of Dushanbe city (Sadbarg, Corvon, Sakhovat, Zarnisor, Avtovokzal, Guliston) from November 25 to November 28.  At the same time, the volunteers of the project will disseminate information materials with the contact details of the organizations which provide services to the victims of domestic violence, as well as brochures and booklets on the family law. Similar actions will take place in Kurgan-tube city, Bokhtar, Vaksh districts and Sarband city jointly with the Hukumat of Khatlon region from November 29 to December 1, 2017.
There are also some activities planned with participation of the young people students and schoolchildren, jointly with the Committee on Youth Affairs and Sports and Ministry of Education of RT, in the beginning of December.
During the campaign, the Khatlon TV will be broadcasting the social reels My power is not for violence directed at the change of behavior and attitudes of the teenagers and young men to the problem of violence.
The problem of violence against women is acknowledged worldwide as one of the most key moments which put women in the position of dependence, affects majorly the society and is an obstacle to overcoming inequality and achievement of respect to human rights. Without overcoming this dangerous for the society phenomenon, provision of conditions for self-realization of the people, especially women and girls, is impossible.

The PDV project conducted a number of trainings on the topic Response of the personnel of the health and social protection sphere to the cases of domestic violence for the medical and social personnel of Dushanbe city and pilot districts of the Khatlon Region, in accordance with the order of the Ministry of Health and Social Protection of the Population of RT under #525 dated from July12, 2017 On conduction of trainings.  These trainings were conducted in the Republican Clinical Training Center for the Family Medicine, Regional Clinical Training Center for the Family Medicine (Kurgan-tube city, Kyzyl Kala) and Practical Training Complex on Social work and Innovation (Chorbogh).
There 13 trainings were conducted for the medical employees, where 272 specialists, out of whom 22 were local national trainers, as well as 250 specialists, of whom 75 obstetricians, 125 family doctors and 50 forensic medicine specialists, were trained.
8 trainings were conducted for the social workers, where161 specialists, of whom 21 local national trainers and 140 specialists of the social aid at home, were trained.    
Besides, based on the order of MHSPP dated from November 3, 2017, #950, additionally  one more training was organized (November 7-8, 2017) for the pilot model within the social protection system, where the Centers for Social Protection of the Population from 7 pilot districts (Kulyab, Kurgan-tube, Kanibadam, Khorog, Rudaki, Hamadoni, Kabadiyan) participated. This training was attended by 20 people in total.
The main aim of the training was to build capacity and establish a team of the certified specialists of the health and social protection sphere on response to the cases of violence in the family in the Republic of Tajikistan.
In the process of the trainings, the participants were familiarized with the best international and national experiences on implementation of the aspects of provision of the medical and social protection aid to the victims of violence in the family.   Based on the results of the trainings conducted, there a specialized training program was approved by the Practical Training Complex on Social Work and Innovation (Chorbogh), Regional Clinical Training Center for the Family Medicine and Republican Clinical Training Center for the Family Medicine under the MHSPP of RT and included into the general module of capacity building for the medical and social employees.
